1.INTRODUCTION:

As the era of digital economy is evolving, the concept of governance has a significant meaning. The e-governance has thus become an accepted method, the use of information technology in improving the transparency, providing information quickly to all citizens, improve the administrative efficiency and improving public services such as transportation, energy, health, water, security and localServices.

India has been the use of the benefits provided for the information and communication
Technologies for integrated management practices to achieve the public more quickly, to deliver efficient and responsive services, empowerment through access to information. The goal is to provide the policy in the ICT era redefine Smart Governance. Several major initiatives were taken at the center and the State level in this direction. At the central level, the government has largelyPromote the use of IT in administration
their internal processes and has a 'minimum agenda of e-governance. The
Ministries / Departments have spent providing 2 to 3 percent of their annual budgets for the IT activities.

The government has enacted IT Act 2000, the form, information and transactions conducted in the network provides. Several state governments have also
have created several innovative measures to promote e-governance, and a "roadmap"for IT implementation and delivery of services to the citizens online. The applications that have been implemented are targeted towards providing G2B, G2C and B2C services with emphasis on use of local language.

2.DEPARTMENT OF INFORMATION TECHNOLOGY’S INITIATIVES:

As part of the increased thrust on e-Governance, Ministry of Communications &
Information Technology, Department of Information Technology, Government of India
has set up a Centre for e-Governance (CEG) at its Local - Electronics Niketan in New Delhi.The Center, first of its kind in the country,
Showcases several e-governance applications and solutions that have been successfully
Use in various states and provides other services such as technical consultation, proof of concept and thematic presentations. Implementation of programs to raise awareness among decision-makers in the center and state governments to help them in defining and
Implementation process and policy changesfor an efficient e-governance are other important
Centre.The goals are important activities of the Center:

includes technology, processes and public policy

To enrich the collection of best practices through the continuous interaction with experts from India and abroad.

The Center also draws on leading companies, technical institutions and business partners in India and abroad and help initiate projects to meet specific needs. The Center strives to constantly create strong linkswith similar institutions worldwide to enrich the collection of best practices through interaction and
Participation.

3. Some E-GOVERNANCE / STRATEGY Wanted in India:

3.1 Bhoomi (Land Records)

Bhoomi is disposed to have a self-sustaining e-governance project for the computerized delivery of 20 million records of rural land to 6.7 million farmers more than 177 kiosks in possession of Government of Karnataka, the bureaucracy and corruption in the questionCountry evidence, and is fast becoming the backbone for credible IT-enabled Government services for the rural population.

3.2 Stamp registration and archiving (SARITA)

Municipalities have a challenging task of providing various kinds of citizen services.VOICE caters to these Challenges through the use of state-of-the-art information Technology.In Besides computerization of day-to-day, VOICE also provides a powerful community and empowered citizens. This program ensures a fast, transparent and efficient administration at a lower cost of ownership
with increased revenue collections.

3.4 e-Seva

eSeva is the first-of-its-kind-of-service in the country and offer a wide range of services to citizens citizenfriendly you save theTrouble running around various departments. The services offered are paying the utilities bills, registration of birth / death, issue of birth / death certificates, permits, licenses, reservations, etc.
There are 35 eSeva centers (with 280 service counters) on the Twin Cities and dissemination
Ranga Reddy District.

3.5 Gyandoot

Gyandoot is an intranet in the tribal areas of Dhar district in Central India connecting rural cybercafes catering to the daily needs of the masses. It isa community-based, highly costeffective and financially self-reliant approach to bringing the benefits of Information Technology to the doorsteps of tribal villagers. The objective of the Gyandoot project has been to establish a community-owned, innovative and sustainable
information technology project in the most poverty stricken and tribal dominated rural
areas. The project is designed to cater to social,economic and development needs of the
villagers through an innovative G2C model.There are about 1600 villages in the district of Dhar and 80 information kiosks / cyber-offices (Soochanalayas). Each kiosk provides approximately 25 to 30 villages. The entire network of 31 kiosks covers 311 Panchayats (village) committees), over 600 villages with a population of around half a million (nearly 50% of the entire district.

3.6 E-Choupal

Non-Profit Organization - is working in partnership with the Ministry of Information
Technology in the project Vidya Vahini and Ministry of Human Resources under the CLASS scheme designed to connect to 60,000 schools (approximately 20 million) throughout the country in conjunction with the nextfive years.

3.8 Aarakshi

Aarakshi is an intranet-based system for the city of Jaipur Police FIR, criminal records, make car theft, etc. It's like a missing person records private and closed user group accessible only by authorized employees. 4. E-GOVERNANCE INTAMILNADU:

Government has taken as a policy to promote e-governance initiative
Ensure transparent, speedy delivery of services and respond to the government
Citizens. E-governance initiatives have been taken in key departments such as registration,
Revenue, traffic, etc. The electronic delivery of services (EDS), receives a lot

4.1 Tamil NaduE-Governance Mission

As part of the increased focus on e-governance, IT department is the establishment
E-governance directorate only work on the policy and planning
Information & Communication Technology initiatives of the Government and
complement the e-governance initiatives and projects of the Government of Tamil
Nadu. As a first initiative, e-governance cell at ELCOT in the name
and the style of "TN e-governance mission" is formed, which will formpart of

The SEG is a permanent advisory body to develop and implement processes for the management of programs such as conflict management, auditing, knowledge management, financial management, risk management function and project planning and monitoring, in addition to institutionalize e-governance processes and tools.

The e-governance groups will also be set up at government department level, with the Secretary as the chairman of the department are concerned, HelpDepartments prepare detailed project reports, business process re-engineering, change management, financial sustainability, technological know-how and management of the implementation of the project.

5. Some of the important E-GOVERNANCE PROJECTS IN TAMILNADU:

5.1 Tamil Nadu Information System on Land Administration and Management (Tamil NILAM):

TamilNILAM is an important e-governance initiative of the Government of Tamil Nadu. All taluk offices in Tamil Nadu were provided with computers available atthis program.

§ Public Complaints redressal
§ Personnal and Payroll System

Currently twenty-nine were made taluk with the touch screen for public use. The services offered by it are

The welfare scheme of the Revenue Department are presented with the data for use of these services and benefits.

5.2 Simplified and Transparent Administration of Registration (STAR):
Simplified and transparent management of the registration is a citizen-centric application, which has implemented at 300 sub-registrar office in Tamil Nadu. Thecomputerized system the issue of Encumbrance certificate has become quicker and easier. The documents are scanned and archived. The Data will be maintained in Tamil.

The Application software was developed by NIC TamilNadu state Unit with the active involvement of the team from Registration Department. The hardware procurement and installation has been carried out by the ELCOT.

5.3 Treasury Computerization:

The Treasury computerization is one of the earliest e-governance Project developed for the Government of Tamil Nadu. Now the system is used in the following offices will be

§ 205 sub-treasuries

§ 7 payroll and accounting

§ Pension Pay Office, Chennai
